Abstract

This study aims to analyze construction management performance in a five tiers learning building project at XYZ Senior High School, Kediri City, through the POAC (Planning, Organizing, Actuating, and Controlling) approach. Utilizing descriptive statistics and ranking analysis, the study evaluates management functions in high-rise construction. Data were gathered via questionnaires, interviews, and observations from 35 respondents, including site engineers, supervisors, contractors, and support staff with at least six months of project experience. Data analysis applied the mean value to determine indicator dominance. The results indicated that within the construction management work system, Organizing achieved the highest mean score of 3.52, followed by Controlling (3.44), Planning (3.35), and Actuating (3.30), demonstrating that a clear organizational structure and adaptive task division drive project success. Conversely, regarding project time, cost, and quality control, Controlling ranked highest (3.55), followed by Organizing (3.48) and Actuating (3.40), while Planning scored the lowest (3.32). This underscores the necessity of continuous monitoring and corrective actions amidst dynamic field conditions.The main challenges identified involve stakeholder coordination and field uncertainties requiring rapid response. Therefore, this study recommends enhancing coordination, implementing real-time digital monitoring, increasing team capacity, and integrating risk analysis during the planning stage to optimize high-rise building project control
