Certificate administration services are one of the essential services provided within village government institutions. At the Sisobahili I Tanoseo Village Office, the process of issuing certificates was still carried out manually, resulting in service delays, data entry errors, and difficulties in archive management. This study aimed to design and implement a web-based certificate issuance automation system to improve the efficiency and accuracy of administrative services. The research employed the Project Based Research method, which included problem identification, data collection, requirements analysis, system design, implementation, testing, and evaluation. Research data were collected through observation, interviews, documentation, and literature review. The results showed that the developed system was capable of automating the certificate issuance process through population database integration, automatic certificate generation, and digital archive management. The improvement in service time was measured through observation and time measurement by comparing the manual process with the automated system. The results indicated that the service time was reduced from 10–15 minutes to 2–3 minutes per certificate. The system's usability, reduction of data entry errors, and ease of archive retrieval were evaluated through Black Box Testing and User Acceptance Testing. The implemented system supported digital transformation and improved the quality of administrative services at the Sisobahili I Tanoseo Village Office.
