Perancangan Ulang Antarmuka Website Sayang Warga Menggunakan Metode User-Centered Design (UCD) Dengan Pendekatan ISO 9241-210:2019 Untuk Kader Surabaya Hebat (KSH) Usia Pra-Lansia Dan Lansia

Abstract

The digitalization of public services in Surabaya through the Sayang Warga website aims to facilitate data collection conducted by Surabaya Hebat Cadres (KSH). However, its implementation faces real challenges in the field, as the majority of cadres belong to the pre-elderly and elderly age groups with limited digital literacy. Therefore, this study aims to redesign the user interface of the Sayang Warga website to render it more accessible, user-friendly, and easy to use for this specific demographic group. This research employs the User-Centered Design (UCD) methodology, grounded in the ISO 9241-210:2019 human-centered design standard. Within this document, the scope of research is delimited from the problem identification phase to the initial design stage in the form of low-fidelity wireframes. Data collection was conducted through observation and in-depth interviews with five active cadres to comprehensively map user characteristics, pain points, and requirements. An initial evaluation using the Single Ease Question (SEQ) yielded a relatively low usability score of 3.28 out of 7. Based on these findings, a design solution was formulated focusing on clear navigation, responsive data tables, and high legibility to minimize extraneous cognitive load. The resulting deliverables include user flows and low-fidelity interfaces for the Login, Home, Family Card Data (Data KK), and Survey pages, which serve as a foundational baseline for subsequent high-fidelity prototype development and usability evaluations.
