Abstract

Community participation is one of the fundamental principles of regional development aimed at promoting participatory, transparent, and accountable governance. This study aims to analyze the level of community participation in regional development planning in Nias Regency and to identify the factors influencing such participation. The study employed a quantitative approach using a descriptive research method. Data were collected through questionnaires distributed to 150 respondents selected using purposive sampling, supported by interviews, observations, and document analysis. The data were analyzed using descriptive statistics, including mean scores, percentages, and the Community Participation Index. The findings indicate that the level of community participation falls within the high category, with a participation index of 77.4%. The highest score was found in the dimension of participation in utilizing development outcomes, while participation in development evaluation received the lowest score. Factors influencing community participation include the culture of mutual cooperation (gotong royong), information transparency, village government leadership, educational level, access to information, public awareness, and economic conditions. The study concludes that community participation in Nias Regency has been implemented effectively; however, greater efforts are required to strengthen community involvement, particularly in the stages of development evaluation and decision-making, in order to achieve more inclusive, effective, and sustainable regional development planning.
