Abstract

Human resource management (HRM) is a strategic factor in determining organizational performance, including in state-owned enterprises engaged in credit guarantee services such as PT Jaminan Kredit Indonesia (Jamkrindo). This study aims to analyze the implementation of the human resource management system at PT Jamkrindo Mamuju Branch, covering workforce planning, job analysis, recruitment and selection, orientation and training, career development, performance appraisal, compensation, occupational health and safety, industrial relations, termination of employment, and HR digitalization. This research employs a descriptive qualitative approach, with data collected through interviews, observation, and documentation studies. The results show that PT Jamkrindo Mamuju Branch has implemented the main functions of HRM, supported by an annual performance appraisal system based on Key Performance Indicators and performance levels (PL1-PL5), a tiered career path through outsourcing, contract, and organic employee status, as well as digitalization through the Workplace application for location-based attendance and online recruitment. However, the implementation still faces several weaknesses, namely a shortage of human resources that has not been supported by detailed workload analysis, an HR information system that is not yet fully integrated, unclear overtime provisions, an unstructured career path, and limited socialization of grievance mechanisms. Therefore, the company needs to build an integrated HR information system, conduct workload analysis, clarify overtime regulations, and establish a structured career path and competency standards to support sustainable and professional HR governance.
