Abstract

This study aims to analyze the externalities of household waste management from an environmental economics perspective through a literature review. The study was conducted by reviewing scientific journal articles, data from the National Waste Management Information System (SIPSN), and regulations related to waste management. Relevant literature was analyzed using a qualitative descriptive approach by comparing findings from previous studies and relating them to the concept of externalities. The results of the study indicate that household waste accounted for 51.44% of the total waste recorded in SIPSN in 2025. Its management still faces challenges, particularly regarding waste sorting at the source. Activities such as waste sorting, recycling, composting, and waste banks can provide benefits in the form of a cleaner environment, a reduction in waste entering Final Disposal Sites (FDS), and economic opportunities for the community. Conversely, poorly managed waste can cause pollution, disrupt comfort, increase health risks, and add to the costs borne by both the community and the government. This indicates that the waste management costs borne by households do not necessarily cover all the social and environmental impacts caused. To mitigate these impacts, it is necessary to implement the 3R principles, strengthen waste banks, utilize economic incentives and disincentives, provide public education, secure support from the government and local institutions, and adopt a circular economy. These efforts are expected to promote more responsible waste management while increasing environmental and economic benefits for the community.
