Islamic literacy refers to the ability to read, understand, interpret, evaluate, and apply information in light of Islamic values. In Islamic Religious Education, literacy should not be limited to reading religious texts; it also includes contextual understanding, source verification, respectful dialogue, and the translation of knowledge into conduct. This article examines the concept and foundations of Islamic literacy, its relationship with Islamic Religious Education, practical learning strategies, opportunities and challenges in the digital era, and possible ways to develop it in higher education. The article employs a literature review by examining relevant books, education regulations, institutional documents, and scholarly works. The sources are synthesized thematically according to concepts, aims, strategies, challenges, and recommendations. The review indicates that integrating Islamic literacy can support reflective religious understanding, critical thinking, media competence, and responsible attitudes. Its implementation may combine reading, writing, discussion, digital information verification, value reflection, and social practice. Success depends on educators’ role modelling, access to trustworthy sources, contextual lesson design, and assessment of learning processes and conduct rather than memorization alone. The article concludes that Islamic literacy can connect religious knowledge with students’ real-life concerns when it is implemented critically, ethically, inclusively, and consistently.
